Dr. Washington currently serves as a Battalion Chief with Cathedral City Fire & EMS and previously served as Training Chief with the Victorville Fire Department, where he helped build department-wide training systems and authored promotional and probationary development manuals.
His operational background includes command responsibilities across thousands of emergency incidents, all-hazards planning, emergency operations, officer development, organizational policy, health and safety, and workforce performance. His military service included assignments and deployments in Europe, Asia, and the Middle East.
He holds a Doctorate in Strategic Leadership, with research focused on leadership, organizational culture, and workforce staffing within the fire service. He is an Executive Fire Officer, a Pro Board-certified Fire Instructor since 2008 with 8,000+ instructional hours, and a university professor since 2015.
